It’s a correctional facility. You go when you’re under twenty-one if you commit a crime. It’s either to hold you while you wait for your court date—that’s detention—or to hold you after once they hand out the punishment—that’s confinement. Depends on what you do.
Since you’re a kid, they think if they fix you a little with programs, you’ve got a chance. But you don’t have any chance because they aren’t ever fixing the wild woods they let you right back out in.

There's plenty of power in grassroots movements, you don't need to be a "mayor" to effect change... Though you will need their cooperation. In most cases.
